According to The Florida Civil Rights Association and the National Motorist Association they are. The Orlando Sentinel is reporting these groups have joined efforts in fighting red light cameras in Florida.

The City of Orlando has red light cameras at several high-accident intersections and began issuing tickets back in last September. Orange County has installed red light cameras but Mayor Crotty opposed citing violators until there is a ruling from the Florida Legislature.

These associations, however, suggest these cameras may be a violation of your civil rights, that they are only installed as a cash cow and that they cause more accidents than the without them. They are urging Governor Charlie Crist and the Florida legislature to ban them altogether.

This is only another "revenue generator" for the cities and counties, it actually generates more rear-end accidents when nervous drivers stop suddenly to avoid the ticket, and it's demonstrated by several studies.
But it seems like the government doesn't care , they only want the extra money that this cash cows will generate.

Another point will be that even though the already installed cameras have been ticketing citizens for some time now, those previous violations could NOT be enforced retroactively.

Actually it's ILLEGAL for the municipalities to be collecting fines generated by such cameras; so if you have received a red light camera ticket, simply refuse to pay it, there is no legal ground to force you to pay, if they insist... sue them for harrasment.. !
